Well, a man named Matthew Riese did, with some funding from Kickstarter, and it was on display in McCovey cove during Friday night's San Francisco Giants baseball game at AT&T Park against the Colorado Rockies

McCovey Cove has become a popular location for grown men to show off their new water toys. Back in June, a man appeared in McCovey Cove wearing a water-propelled jetpack, which was also pretty cool. In fact, he was able to use the jetpack to raise himself high enough to sneak a peak of the Giants game from beyond the right field fence.
